 The Institute of Capacity Building and Policy Studies (ICBPS) serves as a regional center of excellence in policy research, advisory, and capacity development, contributing to the effective implementation of Ethiopia’s Homegrown Economic Reform (HGER) and the Ten-Year Development Plan (2021–2030).

Aligned with the priorities of the South Ethiopia Regional State (SERS), the Institute promotes evidence-based policymaking, strengthens institutional capacity, and advances inclusive, resilient, and sustainable development through the following strategic clusters:
