𝙒𝙤𝙡𝙖𝙞𝙩𝙖 𝙎𝙤𝙙𝙤 𝙐𝙣𝙞𝙫𝙚𝙧𝙨𝙞𝙩𝙮 (𝙒𝙎𝙐) 𝙖𝙣𝙙 𝙄𝙣𝙨𝙩𝙞𝙩𝙪𝙩𝙚 𝙤𝙛 𝘾𝙖𝙥𝙖𝙘𝙞𝙩𝙮 𝘽𝙪𝙞𝙡𝙙𝙞𝙣𝙜 𝙖𝙣𝙙 𝙋𝙤𝙡𝙞𝙘𝙮 𝙎𝙩𝙪𝙙𝙞𝙚𝙨 (𝙄𝘾𝘽𝙋𝙎) 𝙤𝙛 𝙩𝙝𝙚 𝙎𝙤𝙪𝙩𝙝 𝙀𝙩𝙝𝙞𝙤𝙥𝙞𝙖 𝙍𝙚𝙜𝙞𝙤𝙣𝙖𝙡 𝙎𝙩𝙖𝙩𝙚 𝙝𝙖𝙫𝙚 𝙛𝙤𝙧𝙢𝙖𝙡𝙡𝙮 𝙚𝙣𝙩𝙚𝙧𝙚𝙙 𝙞𝙣𝙩𝙤 𝙖 𝙈𝙚𝙢𝙤𝙧𝙖𝙣𝙙𝙪𝙢 𝙤𝙛 𝙐𝙣𝙙𝙚𝙧𝙨𝙩𝙖𝙣𝙙𝙞𝙣𝙜 (𝙈𝙤𝙐) 𝙩𝙤 𝙨𝙩𝙧𝙚𝙣𝙜𝙩𝙝𝙚𝙣 𝙨𝙩𝙧𝙖𝙩𝙚𝙜𝙞𝙘 𝙘𝙤𝙡𝙡𝙖𝙗𝙤𝙧𝙖𝙩𝙞𝙤𝙣 𝙞𝙣 𝙖𝙧𝙚𝙖𝙨 𝙤𝙛 𝙨𝙝𝙖𝙧𝙚𝙙 𝙞𝙣𝙨𝙩𝙞𝙩𝙪𝙩𝙞𝙤𝙣𝙖𝙡 𝙖𝙣𝙙 𝙧𝙚𝙜𝙞𝙤𝙣𝙖𝙡 𝙞𝙢𝙥𝙤𝙧𝙩𝙖𝙣𝙘𝙚.
Through this agreement, the two institutions reaffirm their commitment to fostering effective communication, knowledge exchange, and joint action. The purpose of the agreement is to set scope of cooperation between the two institutions to strengthen capacity building and policy research activities in the university and the region.
The Scope of cooperation between the two institutions may include, but are not limited to:
▸ Joint organization of short-term capacity-building trainings for leaders, managers & staff:
▸ Joint establishment of systems, and provision of facilities
▸ Joint formulation, design, and operation of policy-related projects that would support the
university and the Regional State, and other stakeholders;
▸ Joint research projects that are of mutual interest;
▸ Exchange of experience among trainers, researchers and other collaborators of both Parties:
▸ Mutual access to research facilities, publications and other research results of both Parties,
▸ Co-publication of research reports, policy briefs, and academic papers,
▸ Co-organization and hosting of dissemination workshops.
Each institution will assume full financial responsibility for activities executed under its mandate unless otherwise mutually agreed.
The MoU takes effect upon signature by authorized representatives of both parties and will remain valid for a period of five years, subject to revision or modification through mutual consent.


The agreement was officially signed by Dr. Guchie Gulie (WSU President) and Prof. Takele Tadesse, Director of ICBPS) representing their respective institutions.
During the signing ceremony, both leaders expressed strong enthusiasm for the partnership and emphasized their shared vision to elevate the collaboration to a more formal and action-oriented Memorandum of Agreement (MoA) in the near future, reflecting their commitment to deeper and more immediate implementation of joint initiatives.
